On the one hand you have the possibility of law suits coming from Gulf front owners if the board can't provide geo-tube protection which gets even more weird when three of those gulf front owners are also on the Board.
And on the other hand, You've got the near certainty of personal law suits being filed against each board member individually which they will have to spend their own money to defend if they try to proceed without the proper permits.
