UPDATED BEACH RESTORATION INFORMATION
1) April 26, 2005 Board Meeting - "The Board instructed ECAM to obtain the bid for the 50-year plan - 12,000 cubic yards of sand, dune fences and sea oats included. The Board wants Mr. Dombrowski, with MRD Associates, to monitor the job and it's progress with regard to the specifications outlined in his report. The sand vendor will obtain permits."
2) July 28, 2005 Board Meeting - "Mike Dombrowski with MRD Engineering explained to the Board that The Retreat would not be eligible for a permit from DEP for storm damage because the property is not compromised at this point."
3) October 14, 2005 Dave Lovell Letter - "Also, it was never the intent of our board to proceed with construction without a valid county or state permit"
4) February 2, 2006 letter from Florida DEP - "The proposed geotextile bag structure...can be permitted by the DEP...to protect eligible and vulnerable structures...The proposed armoring structure does not appear to satisfy...these criteria."
5) February 2, 2006 letter from Florida DEP - "The proposed structure appears to be sited too far seaward within marine turtle habitat."
6) March 31, 2006 letter from Florida DEP - "Your request for a permit pursuant to Section 161.053, Florida Statutes, for a general permit for activities seaward of the coastal construction control line, has been denied."
7) April 21, 2006 Walton County - Walton County issued a "stop work order" on work set to commence due to lack of any County, State, or Federal permits.
8) May 9, 2006 private meeting between The Retreat and various agencies - Florida DEP explained that the lots with structures might be "eligible" for a permit but would need to prove that the structures are "vulnerable". They are still waiting on more engineering work from the Association.
9) May 15, 2006 - Dave Lovell, President of the Board, The Retreat - Mr. Lovell acknowledges that the permits may never be granted but the Board is relying on attorney George Mead's advise and the Board feels compelled to act based on his recommendation
